Possibly, and it depends heavily on the lot. It is not a disaster, it is hammer time and haul-off, and it can add days.

How hard is North County water on a pool?
Hard. San Diego County runs largely on imported Colorado River water, which carries high calcium and total dissolved solids, and the practical result is scale on waterline tile, inside salt cells, and in heat exchangers.
It is completely manageable with a real plan: periodic bead blasting of the tile band, descaling the salt cell on schedule, and choosing a pebble or quartz interior rather than plain white plaster. It also means water is expensive here, which is why we push covers harder than most builders.
Is it hotter here than at the coast?
Considerably, and that is the whole reason inland North County is pool country while the coast is not. Escondido, San Marcos, Valley Center, and Ramona routinely run ten to twenty degrees warmer than Encinitas or Carlsbad on the same afternoon, with real September and October heat driven by Santa Ana conditions. It also means our swim season is genuinely long, which changes the math on heaters, covers, and variable-speed pumps.
